OSPAR STRATEGY FOR THE JOINT ASSESSMENT AND MONITORING PROGRAMME

The 1992 OSPAR Convention contains a general obligation to collaborate in regular monitoring and assessment of the state of the marine environment in the maritime area. Annex IV to the Convention provides for cooperation in monitoring programmes, joint quality assurance arrangements, the development of scientific assessment tools, such as modelling, remote sensing and risk assessment strategies, and the preparation of assessments.

In 1995 a Joint Assessment and Monitoring Programme was agreed to provide the basis for a comprehensive quality status report.

In 2000, the 2000 Quality Status Report was published. This was an innovative, comprehensive report on the quality of the marine environment for the whole of the North East Atlantic, supported by five sub-regional reports.

In 2003, the Ministerial Meeting of the Commission adopted a new Strategy for the Joint Assessment and Monitoring Programme (JAMP). This provides for the work to support and produce a series of thematic assessments, leading to a further comprehensive assessment in 2010.

To implement this Strategy, the OSPAR Commission has adopted:

x Status of the JAMP monitoring guidelines and OSPAR monitoring programmes
x Other publications on monitoring and assessment
x 2005 assessment of data collected under CAMP, RID and CEMP
x Assessment tools for input trend assessments

x Environmental Assessment and Monitoring Committee Work Programme
