Action Title: Improve implementation of the ISO standard 21070:2013 in relation to port reception facilities.
Lead Party(ies):
Belgium, Netherlands, with participation of Denmark and Germany
THIS ACTION IS ALSO LINKED TO ACTIONS 30 AND 31
What is the issue?
The amount of marine debris originating from sea-based sources is estimated somewhere between 20 and 40% of the total amount of the marine debris. The protection of the marine environment can be greatly enhanced by reducing the discharges of ship generated waste and cargo residues into the sea. A growing number of ships apply environmental sound onboard waste management procedures in line with ISO Standard 21070:2013. It is crucial to encourage this important development.
What has OSPAR Done?
OSPAR published a background document in 2016 outlining best practice policies to encourage advanced onboard waste management (in line with the revised ISO 21070), with the intention to develop an OSPAR measure. However, this work was not progressed due to the process at that time to revise the PRF Directive. Elements of this work for e.g., incentives for ‘green ships’ and adequate collection by PRF of separated waste from ships are included in the new PRF directive.
